NOVEMBER 12, 2014

ATTENDANCE: On Wednesday, November 12, 2014 Vice-President Qual called the board meeting of the Lisbon School District #19 to order at 7:30 p.m. Members present were Mark Qual, Liz Anderson, Matt Webb, and Brent Dick. Member absent Rory Lien. Also in attendance were Supt. Justin Fryer, Lori Lyons and guests Ben Zahrbock, and Terri Barta.

CONSENT AGENDA: Anderson moved, seconded by Webb to approve the established agenda, minutes of the October 13, 2014 board meeting, bills list and finance reports. Approved by unanimous roll call vote.

PRINCIPALS REPORTS: previously submitted to board.

BOARD REPORTS: Members Dick and Qual reported on sessions attended at the fall convention.

GUESTS: were welcomed.

SUPT. REPORT: Dr. Johnson reported on the following: reviewed latest meetings attended including the NDCEL and NDHSAA fall meetings in Bismarck – where he presented at the conference on student enrollment trends; School Law Seminar and the NDSBA Annual Convention; EduTechÕs workshop at Microsoft in Fargo – regarding the transitioning our email accounts to active directory accounts (; LPS held Parent/Teachers Conferences two nights with staff compensatory time held on Monday Nov. 10th and no school on Tuesday November 11 for Veterans Day – both as required by law; and attended a food show with Jesse Juelfs, Hd Cook in Fargo – to find and taste samples from vendors whose products meet the USDA nutritional standards and would be something the students would like. Dr. Johnson will start developing communication systems to keep our school and community informed on Legislative Issues when Session starts on January 5th; DPI is requiring that a Principal evaluation model be selected and used by February 1st and a Teacher Evaluation model must be implemented by September 1st . Principals and staff are currently most interested in the Marshall model, which can be found in our PD360 that we have already purchased and use for professional development. And he would like the facilities planning and transportation committees to meet to discuss major issues in those departments that need to address while we start working on the 2015-16 budget.

CAPITAL PROJECTS: Dr. Johnson reported the floor was re-done over this past weekend, and we will be receiving the other final payments requests soon.

Payment Requests:
-Fargo Glass & Paint: Anderson moved, seconded by Dick to approve final payment to Fargo Glass & Paint in the amount of $8261.00. Approved by unanimous roll call vote.

GBB & TRACK: Anderson moved, seconded by Webb to approve the following: resignation of Veronica Carter as C squad GBB coach, Michael Carter as C Sqd GBB Coach for 2014-15 with pay of $2610, and Veronica Carter as Asst. Track coach for 2014-15 with pay of $3400 per negotiated agreement. Approved by unanimous roll call vote.

POLICIES: The policy committee met earlier tonight to review the policy list and recommendations.
-1st Reading: The 1st reading of the policies was held. (list attached).
– Rescind: Dick moved, seconded by Anderson to rescind policies DCAA – Compensation Policy Licensed Staff; and IBA – Alternative Food Service as recommended by the NDSBA Policy Services. Approved by unanimous roll call vote.
